I live in Buffalo, which normally is really cold, so I've treated myself to a pair of shorts today. I'm also wearing a long sleeve shirt and a light infinity scarf. But if you live in a place where 70's seems chilly, you may want to wear some capris and a tee shirt, and bring a hoodie. As for the rain.... bring an umbrella. Maybe if it's a chance of heavy rain don't wear too much cotton because if that gets cold and wet you can get frostbite and stuff.. I don't know.. trying to find something to say about the rain, xD
