They first went into production in 1909 and changed to the Lincoln penny in 1959. So you would find wheat pennys with years 1909-1958.

Depends on the condition and quality of the coins. Also whether or not any gaps are in it. If there is every single coin from 1939-2008 then it's probably around $50 and worth less if there are gaps or poor coins. The key dates for pennies are 1931-S, 1914-D, 1909-S, and 1909-S V.D.B. Since none of those would be in it, it does't help the value at all.
