It depends on what you think is virginity. If you think that only a guy with a penis penetrating your vagina is losing your virginity then a woman who hasn't been penetrated by that cant lose her virginity. I think the term virginity is not only on the physical level, but on the emotional and spiritual level. And a woman can penetrate you on the physical, emotional and spiritual level without having to penetrate you with a penis. Talking from experience. I also think virginity is a term for innocence, so one who loses their innocence and purity aren't considered virgins. If you consider having oral sex as losing virginity then two lesbians who engage in oral sex could be considered as not being virgins.

Addition: Virginity is a social construction, not an objective reality, so there is no one answer to this question.
