Not if you are just babysitting. If you are running a child-care center out of your home without a license, then yes, it would be illegal.
It's usually a profitable business, I know it can be tough taking care of children in your home as you may have to make the place child friendly but if you love children then it shouldn't be an issue having your own home child care. Of course you could do it for free but that is entirely up to you, it also depends where you live because in some states, or countries, you may need some sort of licence to have a home child care. I have a blog in which I briefly talk about a website which provides you with info about home child care, how to set it up and how to earn money from it.
In New Jersey, you would not need a licence to care for 4 children. Child care centers provide care for six or more children below 13 years of age who attend less than 24 hours a day. Child care centers are required by state law to be licensed.

Save money on child care by sharing child care duties with some friends! This is the cheapest and most fun way to reduce child care costs! Consider offering child care in your home a couple of nights and having your friends do the same.
The difference between fostering and adopting a child mainly comes down to time and legal rights. Fostering is usually temporary—you're caring for a child who can't stay with their birth family for a while, but they’re still legally connected to their biological parents or the state. Adoption, on the other hand, is permanent. When you adopt, you become the child’s legal parent forever, just like if they were born into your family. Fostering is about providing love and stability during a tough time, while adoption means making a lifelong commitment to raise and support that child as your own.
Feed them. Watch them, play with them.
