Obviously the horse's back leg is tied up and at a stretch the horse can reach the other 10 feet to eat the hay with its mouth.

Alternately, did the horse disconnect the rope? Ok, probably not.

Why does Brutus and Cassius decide to attack Antony and Octavius at Philipi rather than wait for them to attack?

They know that if Antony and Octavius' army marches to them, they'll be able to get more men for their army. They know that people will want to join Antony and Octavius if they get the chance to. They know that they are already at their peak and must fight as soon as possible.

Can a bear run down a horse?

It's possible. I think it depends on the horse and the bear. A small bear may not be able to run down a large horse, and the other way around. Terrain would factor in also. A bear when he charges can run as fast as a horse.
