After the streetfight with which Romeo and Juliet begins, Prince Escalus makes streetfighting a capital offence in Verona.
It is an over-reaction, and before the play is done it will cause more trouble than it solves. Prince Escalus' actions are driven by anger, not by wisdom - he has the same fault as every other character (except two) in this violent play.
Because the feud between the Montagues and Capulets was disturbing the peace , Prince Escalus threatens the partisans with execution and torture if they fight again. However, when Romeo does fight with Tybalt (a Capulet) he is only banished. (Friar Laurence does tell Romeo he was lucky to escape with his life.)
