Generally, art is a thing produced with the intent of stirring an emotional response. A seductive dance, a sad cowboy song, a play about a family's love for each other despite their poverty, etc. - all of these things are created as a window into the hearts and minds of the artists. Things that are created to simply be useful like a wrench for example, aren't likely to bring forth strong emotions when encountered because that is not their purpose.
