Well I'm not entirely sure about this but if the tv screen gives off a negative charge when turned or left on, so the dust which is everywhere has the properties of a small amount of protons (positive energy) therefore the the potential difference between the two is high because of the tv giving off a negative effect outwards once turned on the dust gets attracted to the tv screen because opposite attract like a magnet.
