Romeo does not want to fight Tybalt because he has just married Tybalt's cousin Juliet. So this means they are related and Romeo does not want to harm him. Also to start a fight with a Capulet (because Romeo is a Montague) would have Romeo banished. Romeo does not want to be banished or upset his wife, Juliet, by killing her cousin.
They are from feuding families. Romeo crashed a party at Tybalt's uncle's house and Tybalt decided to take that as an insult to the Capulets. His uncle, Juliet's father, who unlike Tybalt is a real Capulet, told Tybalt not to be an idiot and to lay off Romeo who was behaving himself at the party and having a good time. Tybalt, unconvinced, then sent a letter to Romeo's house challenging him to a duel and wandered the streets of Verona trying to find him so they could fight.
First of all, he sends a rude letter to Romeo's house to challenge him. When that doesn't work, he prowls the streets looking for Romeo, and when he finds him he hits him what he thinks is a cutting insult: "Thou art a villain". This is an insult not only because a villain is a serf or slave labourer, but Tybalt also uses the form "thou" which implies that Romeo is an inferior. It's a pretty lame insult, but then Tybalt is a goon more known for his passado and punto reverso than for the mixture of straw, sawdust and manure that passes for his brain.

In the fight between mercuito and Tybalt: Tybalt comes into the court place and mercutio starts egging him on. Pretty soon they start fighting but its not a serious fight. Tybalt is really waiting to kill romeo because he is mad at him for going to the capulets party. Then romeo shows up and he doesnt want to kill Tybalt bc he is now married to Juliet and they are technicaly cousins. Tybalt doesnt know this and he is still fighting mercutio. Then romeo interferes to stop the fight but Tybalt accidentaly stabs mercutio when romeo gets in the way which kills mercutio. Then romeo goes to avenge mercutio and he ends of stabbing Tybalt, who then dies. Then romeo is banished to mantua by the prince.

Both of them try to stop fights. Benvolio never starts any fights and counsels Mercutio to get out of the way of the Capulets if they are looking for trouble. Although Romeo also tries to avoid them most of the time, he does start one and only one fight, the fight in which Tybalt is killed. Benvolio says he would have stopped that one too but he didn't have a chance. Benvolio is even more peaceful than Romeo.
What Benvolio might be thinking " Tybalt is so much trouble all he wants to do is start fights, that's what he lives for, I can't stand it. I try so hard to just keep peace but all he does is start conflicts he is a constant thorn in my side. If he wasn't so rash the Capulets and Montagues could be at peace."
