I think what you are referring to is a FAUX finish. Some of them are complicated, but usually not difficult. Try to do a search for "FAUX finish how to" on Google and see if that helps you. You will find MANY different kinds-hopefully you will find one similar to what you are looking for.
It is a mix of a lot of colors.
If you are painting your wall to project on to it, you could just use un-tinted white paint, but the results will be better with paint made for projection walls. Companies such as Goo Systems sell kits of primer and paint for the best results.
nothing red, yellow, & blue are the primary colors which means you can't mix things to make them rather than you mix them to make different colors......doofy! examples: Yellow + Red = Orange Blue + Yellow = Green Red + Blue = Purple

Since blue is a primary color there are no two colors to mix to create blue so you would just have to use a darker color blue and white.
