This is to a certain extent arbitrary: Richard III was called a tragedy when it was first printed and Cymbeline was included with the tragedies in the First Folio whereas Julius Caesar, Macbeth and Antony and Cleopatra are historical (well, as historical as any of his plays) and could be called histories.
