We can't tell because we don't know how old Romeo is. Nowadays people feel that the idea of 13 year old Juliet getting involved with a guy in his twenties is creepy so they imagine Romeo to be in his teens, only a couple of years older than she is. But to a different audience with different social expectations, he might well be twice her age.
