They did have technology of course, just different technology. What would be most different if the story were using today's technology would be communication. So Romeo meets Juliet at the party, and after he leaves, what would he do? In the play he climbs into her garden, hoping to get a glimpse of her, leading to a torrid scene of romance; nowadays he would go home and look up her facebook page, check out the picture of her with a duckface, and start a conversation. Maybe they would get together, but the odds are that their parents would hear about it, since you can't keep a secret on facebook, and put a stop to the relationship.
The same applies to the communication problems associated with Friar Lawrence's plan. Romeo would probably have been constantly e-mailing, texting and facebooking with Juliet, and so would have known what was going on UNLESS . . . her parents, finding out that she is spending hours every day talking to this guy they don't like, confiscate her cell phone and computer. Then someone starts an internet rumour that Juliet Capulet is dead, which Romeo believes (don't we always believe those rumours?) and in despair commits suicide. Juliet, unable to reach him electronically, has to physically visit him only to arrive seconds too late, whereupon she kills herself.
As you see, the essence of a plot transcends technological differences.
