He got it from a poem by Arthur Brooke, who was using sources from Italy who were using other sources and so on, and so on, stretching back perhaps all the way to Ovid's story of Pyramus and Thisbe. There were never any real people called Romeo Montague and Juliet Capulet, even though the Verona Tourist Bureau would like you to believe it (It helps bring tourist dollars their way).
All of these stories are fiction, but the one everyone remembers is the one in Shakespeare. That is why Shakespeare's is the "real story".
