Okay.... look, don't think this is harsh, but umm.... BOYS ARE STUPID! im sure your a verry pretty girl, and im going to tell you this::
if he is your friend then this is why: he doenst want to hurt your friendship, and he may feel the same but its awkward for him and he prob isn't comfertable with that yet. and the other girl it was prob friendly, he might have not cared about her but maybe felt bad for her.
if he isn't but likes you: he doesnt know you know he likes you! put yourself out there, flirt, talk, text, call him! if you like him back that's the best thing you can do.. but don't scare him..
ive done that.. its not good i did that with my best friend and he hated it.. we didnt talk for a while. don't over flirt.
- get to know him
- then flirt..gradually
- smile at him
- tap his sholder when your flirting like "oh your soo funny" then tap him but not hard
- when hes being stupid and cocky, slap him BUT DONT make it hurt cuz they think its cute.. (don't slap him on the face, do it on the sholders or on the leg.)
- once you get to know him and you think he knows you like him back, then rest your head on his sholders... its cute...
- text him!

For a non-biased guys point of view....
He danced with her just because he wanted to. While it could be something more sinister than that, generally it is not. For example, I danced with my best friend who I like at some party and then danced with another girl. Did I like my friend any less? NO. Its a dance/party. That's what you do. Dont take it for anything worse than it actually is. He likes you, sooooo yippe.
