Galveston sort of (arguably) invented the modern beauty contest. They began a competition at an event called Splash Day in 1920 which eventually became the international Pageant of Pulchritude event. Miss America started completely independently and, so far as I am aware, never had any direct connection although it would seem that it must have been inspired by Galveston's success.
There was no pageant held for 1934, so there was no Miss America. There also were no pageants held for 1928 through 1932, with 1933 being the only pageant between 1927 and 1935.
The 1981 Miss America was Miss Oklahoma, Susan Powell. Note that she actually won the contest in the fall of 1980; the winner of the contest held in 1981 was the 1982 Miss America, Elizabeth Gracen of Arkansas.
