Romeo is a protagonist because he is the first of the main characters to appear onstage. (Juliet does not show up until the middle of Act 1).

It isn't very useful to call Romeo a protagonist - it doesn't tell you anything about him or the play.

But some people like big words.

Romeo is not described in either the Prologue to Act 1 or the Prologue to Act 2. In the Prologue to Act 1 he is not considered separately from Juliet, but they together are "star-crossed lovers" and "children". Although the Prologue to Act 2 is actually all about Romeo, he is not described in it, although his situation is.

From the point of view of the play, he is essential. A play in which an indifferent Juliet agrees to marry an equally indifferent Paris and they go on to have a boring life wouldn't be very interesting, would it?
