The poet cautions not to confuse stillness with total inactivity. Life is an ongoing process and should not be associated with death. The poet does not want us to ruminate to death/bring life to a dead end.
The Prince knows that Benvolio is a trustworthy witness, despite what Lady Capulet has to say. He knows that Tybalt was the one looking for a fight and that Romeo tried to avoid it at first. Romeo only got involved after Mercutio's death, at which time Tybalt's life was forfeit to the law anyway by the same proclamation. All of these matters go in mitigation of the sentence, which is why the Prince does not sentence Romeo to death.
She reacts very bad. She then spends most of the next day crying. This is why they decide to move the wedding of Juliet and Paris the day before.

'Death of a Salesman'
For two reasons: first because it results in Romeo getting banished and thus keeping the lovers apart. And second, because Tybalt was the son of Lady Capulet's brother, which means that she is insanely vengeful towards Romeo. The plan was, that once Romeo and Juliet's marriage is consummated (and so cannot be annulled), they would present it to the parents as a fait accompli. But after Tybalt's death, the chances of Lady C accepting her daughter's marriage to Romeo are pretty remote. Already in the play she is plotting his death. It would be clear to the Capulets that the solution to this distasteful marriage would be to make Juliet a widow as soon as possible.
