Are you experienced? Experienced actors can live in Texas and have an agent in Califoirnia, that is what Debby Ryan did. But if you have little or no expierience, try looking for a legit agency in your area. Legit means that it is not a scam. Agents only make money if you do.

No, you do not need an agent. Oftentimes you cannot get an agent if you don't have any work to show first. So, get some work on your own and then look for an agent. Even if you have to do some freebies.
There are a number of good agents and agencies. There is a directory that you can find online.

Some acting auditions or classes have a agent just staring you in the face and you don't know it. Try your best each time.
My acting teacher said that becoming famous is hard without an agent but she also said it is very a hard to even get an agent. She said that you have to be in the business to get in the business. To get an agent you can go to many workshops for acting and do the best that you can and if it happens it happens. Also if you take acting classes ask your teacher if him/her can help you out.
You go to an acting school or place around your state and then get a talent agent, they find you an audition and (hopefully) you will become a great actress! :)
Tricky question! Was the official acting as an agent of the state and in an official capacity when your rights were violated. If so, you probably can sue both. If it official was NOT acting as an agent for the state in an official capacity, then you'll probably only be able to sue the individual. Give a good law firm a call. Usually your first consultation is free and they will be able to answer alot of your questions.
NONE!
You get an agent. Go to auditions.
