His main advise is to not be a whore. Which is a bit hypocritical because he is, in part, going to France because he wants to have lots of sex. This is humorously implied in the recent David Tennant movie version of Hamlet.
Polonius believes that the difference in social status between Hamlet and Ophelia would preclude their being married. He also thinks that Hamlet is the kind of guy that is only interested in sex, and does not care about Ophelia's feelings or reputation. He therefore tells Ophelia to refuse any advances from Hamlet.

The text does not say for certain. Certainly Ophelia is treated like a child whereas Laertes is treated like someone more mature, but this may not be a true indication of their respective ages. Polonius and Laertes (and Hamlet for that matter) treat Ophelia as if she has no mind of her own, no capability of acting on her own. And indeed this appears to be the case, but it may be because she has always been treated like that, not because she is young.
