These are from Henry IV Part 2, Act 3, Scene 2. "His apparel is built upon his back and the whole frame stands upon pins." He presents "no mark to the enemy--a foeman may with as great aim level at the edge of a penknife", "a man made after supper of a cheese-paring", "when he was naked, he was for all the world like a forked radish, with a head fantastically carved upon it with a knife." "He was so forlorn that his dimensions to any thick sight were invisible" "You might have thrust him and all his apparel into an eelskin."

It means full of weeds, like when you say, "I have to do something about that garden; it's so weedy."

Shakespeare only uses the word once, in Hamlet when Gertrude is describing Ophelia's death: "When down her weedy trophies and herself Fell in the weeping brook." After Ophelia went insane, she had taken to collecting wild flowers (which are mostly weeds) and she had an armful of them when she and the flowers fell in the river.
