They wear wigs because of the stereotype that all Irish dancers have curly hair. Someone came up with the idea to make curly wigs to make money and dancers have been wearing them ever since.
It's part of the costume. I dont know the history behind it.
At my school of Irish dance we do wear wigs. If you already have curly hair then you dont have to. If you are a little kid then you also dont have to because the wig would be the same size as your body.

I don't really understand your question. Is it how many people in Ireland are Irish dancers/ do Irish dancing? Or can everybody in Ireland do Irish dance?
