Hula Hoops are called Hula Hoops because when you do the motion to spin the hoop around you, you are doing a motion similar to when a hula dancer dances- not exactly, but when you dance the hula, it mostly relies on you hips just as how you are spinning the hoop.
To the extent of my knowledge, it gets it's name from the resemblance the movements made while spinning one swiftly around the body to the hawaiian hula dances.

Of the cultural dances, the most common are 2 kinds of hula (which, incidentally, just means 'dance'); the Taisian Tamure (known for the incrediblt fast hips; the haka (island/New Zealand/Maoran war dances); and, the typical dance of the Maori, which is a lot like hula but with very noticable hand shaking movements called 'win'. These movements represent the beating heart and flowing blood of life in the dance.
