In the purest sense of the word, a narrative is dramatic when we watch characters affect each other through behavior in order to get what they want. Often those wants are mutually exclusive. So, scenes in comedies can also be dramatic.

However, the most common interpretation of 'dramatic' is in the sense of genre. The dramatic genre includes narratives that descend from the ancient tragedy, in which characters face serious challenges with dire consequences, the tone or mood of the story is often somber, and the ending of the story often includes a domination or separation rather than a coming-together as comedies often feature.

The genre's definition is looser and has many exceptions.
