Well, basically it means that the foot can't feel whether it is wearing a shoe or not, or someone putting on a shoe.

In the larger context of the poem, I think it means death... being unfeeling and bare, and near the soil probably means that the person has passed on.

Like the previous lines in the poem, this phrase expresses the alienation of modern man from the true world which is filled with God's grandeur. It means we can't feel the earth under our feet because we wear shoes.

I think it means simply on the literal level that a foot cannot feel the ground or the grass like it could without shoes, and on the metaphorical level it means that more modern man has placed man-made things between himself and nature.
