This is not a law. This is a statement indicating the action of gravity. Gas bubbles move upwards when released under water, and don't come back down. But these gases don't leave the Earth. Helium goes up, and doesn't come back down. But it doesn't leave the Earth. Hydrogen goes up, and the thermal energy available far up in the atmosphere will allow some hydrogen to reach escape velocity. Once hydrogen escapes, it will not come back down. Several spacecraft have gone up and are never expected to come back down. There was a manhole cover over the bore where underground atomic testing was occuring. That manhole cover went up, and had it not vaporized in our atmosphere, it would never have come back down.
