There are two who I can come up with. One is Pat Paulson, who used "Why Not?" as a gag when he ran for president during the "Laugh-In years". The other is guy who was around even before Pat Paulson. His name was Dayton Allen. You can find really old routines of his on Youtube. He was very popular at one time and had steady appearances on the Steve Allen Show. he was the voice of Deputy Dog (Dawg?) and also Heckle and Jeckle. He was also the voice of many Terrytoons characters. He had a later career in voiceovers and then real estate.
