Parallax is when at different times of year, a star or other celestial body appears to be in a different place than other times of year. That is how astronomers tell the difference of celestial objects.

It may be the above but I know from experience that it is the affect of not being lined up with an object in a telescope with the cross-hairs so that the "target" in the scope is not lined up correctly. By moving the eye so that it is in the middle of the scope so that the view circle is centered with all the cross hair marks symetrically, then you can eliminate more of the tendency to be out of line with the true center line of the scope.

This can be very important when reading level rods to get the correct mark on the pole for the horizontal cross hair. Also important for the vertical if sighting in on a pole or target to measure angles from one target to another both vertically and horizontally for measurements.
