The main reason was that Will Kemp, the actor who played the part of the servant Peter, expected to be given an opportunity somewhere in the play to do some funny stuff. This is the problem with writing a play with a specific cast in mind--sometimes you have to twist the story a little to fit everyone in. This is a good point in the play for some comic relief anyway, because the Capulets along with Paris have been making a big production about Juliet's death. A little relief is welcome, but at the same time it postpones any resolution so we still really want to know how the main plot is going to develop. The porter's scene in Macbeth (written for a different comic actor, Robert Armin) serves a similar function.

It tended to relieve the tension a bit for a short while, making it easier to take the misery that follows. Othello has no comic relief and it is very difficult and dark.
