Shakespeare often compresses historical events to make them fit into a three hour play. This can give a distorted perception of history to someone who takes away from one of his plays, their understanding of a historical event. He knew he was doing this, and expects the audience to understand. He refers to it in the prologue to Henry V. "For 'tis your imagination that must dress our kings, carry them here and there, leaping over times, changing the accomplishments of a lifetime into an hourglass."
A play could be all three. Hamlet, a tragedy by Shakespeare, and also a revenge play, is thought by some to be a "problem play" because it does not fit their definition in some way. And that is what makes people call plays "problem plays"--they have decided that plays have to follow certain rules which they made up, and when Shakespeare doesn't follow their rules it's a "problem". The only rules Shakespeare went by were: the people must like it and the government must tolerate it.
