It is not clear what you mean by "his tributes". Do you mean the dedications he wrote to his patron Henry Wriothesley at the beginning of his poems Venus and Adonis and Rape of Lucrece? His reason for doing that is the same as it is for anyone writing books--he wanted to butter up the guy who helped fund the book. It's the same as those "acknowledgements" you find in most books.
