Although this is a matter of opinion, nobody should attempt to answer it unless they are familiar with ALL of Shakespeare's plays, because you can bet your boots that the worse plays are the ones you don't know about. Favourite candidates are to be found among his first and his last plays, the first because they are sometimes awkwardly and inexpertly written and the last possibly because Shakespeare took to writing with a co-author which has its own problems. Here are some of the plays some folks think are the worst, and why:
The Two Gentlemen of Verona (inept dialogue, incredible ending)
Titus Andronicus (way too violent)
Troilus and Cressida (way too cynical, neither comedy or tragedy: what is it?)
Pericles (uneven style, rambling plot)
Cymbeline (shallow characters)
Henry VIII (no drama, all pomp and long speeches)
King John (all talk and no action)
Timon of Athens (uneven, much whining)
