This is difficult to answer. Probably the two best-known of his plays are Romeo and Juliet and Hamlet. However, after those two it is difficult to know which of his plays is most "famous". For many people, it will be whatever play they may have read in school, but since schools are inconsistent about which plays they teach, this third play could be one of a number of plays. At one time, Julius Caesar was a favourite, because it had absolutely no sex or love interest in it, while Othello was never taught because it is all about sex. Probably the third best-known Shakespeare play will be found on this list: Macbeth, Julius Caesar, Merchant of Venice, King Lear, Taming of the Shrew, Twelfth Night, Midsummer Night's Dream, Othello, Henry V, Richard III and The Tempest.
Your mileage will vary on this one, because everyone has his or her favourites. OK, so we can be pretty sure that Timon of Athens and the Two Gentlemen of Verona are not likely to make it to anyone's top three, but, apart from Hamlet, which would be on most people's list, it is hard to say what the next two should be. King Lear? Othello? Macbeth? Julius Caesar? Henry IV Part 1? Richard III? A Midsummer Night's Dream? Romeo and Juliet? Twelfth Night? It's your call.
How do you measure fame? Is a play more famous because it is performed more often? Because it is studied more often in schools? Because more books are written about it? Because more people have heard of it?
And if it is this last (and I suspect it is), how can you measure that? Maybe if you pay me enough money I'll go to cities all over the world and ask random people in the street "What Shakespeare plays have you heard of?"
