The line you indicate is not found in Shakespeare anywhere. Othello does contain the following line; perhaps it is the one you are thinking of:

I pray you, in your letters,

When you shall these unlucky deeds relate,

Speak of me as I am; nothing extenuate,

Nor set down aught in malice: then must you speak

Of one that loved not wisely but too well;

The line comes from the 1953 Broadway play, "Tea and Sympathy" by Robert Anderson, and is more correctly stated as: "Years from now, when you talk about this - and you will - be kind." The play was adapted into a movie in 1956, starring its original stage stars, Deborah Kerr who speaks the above line to John Kerr (no relation), a sensitive young man bullied by his peers.

Is the play written by Shakespeare Hamlet a silent play?

No. Most of the characters in the play have speaking parts, although there are Lords, guardsmen and others mentioned in the stage directions who do not speak. However, as part of the play-within-a-play, Shakespeare wrote a prologue to the play called a "dumb-show" which is in fact a "silent play"--the actors do not speak. So in that sense a part of Hamlet is indeed a silent play.
