I also have a '71 Plymouth Fury, and am in the process of replacing the horn relay. It is located in a fuse panel under the driver's side of the dashboard, near the floor. Just crawl under the steering column to find it. I know where it goes, but I can't seem to find a replacement horn relay anywhere! I ordered one from JC Whitney and it was the wrong one. The horn on a 2000 Plymouth Neon is located at the front of the engine compartment near the headlights. It is trigger through a press of the steering wheel like most other vehicles.
there should be a fuse box on the left side of the engine compartment. there is a fuse and a horn module there.
