No one "created" poetry because it has always existed, within the earth's natural rhythms, cycles and sounds. If you are asking who first started writing poetry, that one is a bit difficult to answer as well. Poetry started as an oral tradition; poets and storytellers would memorize poems, especially longer ones, such as The Iliad and Beowulf. I am not sure if anyone knows who wrote the first poem, but poetry had been around long before the written word.
