Chill Wills was a multi-talented character actor born in 1902 in Seagoville, Texas (USA). In addition to many movie and TV roles, he was probably best known as the voice of "Francis the Talking Mule" in a series of six movies in 1950-1955 inclusive, staring Donald O' Connor (another multi-talented individual, best know for his dancing). Wills also appeared as a charater in one of the movies.
He died in 1978 of cancer.
