This would be Tybalt. Of course Capulet is really only his uncle by marriage. Tybalt is Lady Capulet's brother's son.
Tybalt does not actually plan to ask for Capulet's permission to throw Romeo out; he calls for his rapier without consulting Capulet first. It is only when Capulet asks him what the heck he thinks he's doing that he explains himself to Capulet.

Benvolio doesn't approach Romeo in the sycamore grove because when Romeo sees him he turns away so Benvolio figures he wants to be alone and he respects that.
A servant who can't read asks Romeo to read the invitation to the Capulet party out loud so the servant knows who to invite. Romeo decides to go because Rosaline's name is on the invitation and he hopes to see her at the party.
Because he was a belligerent so-and-so. He comes upon a brawl in the marketplace, which Benvolio is trying to calm down, and Tybalt forces Benvolio to fight. He sees Romeo at the party and he wants to fight him. And when Capulet stops him, he cruises the streets the next day looking for Romeo so he can start a fight with him then. And when Romeo refuses to fight with him, he decides to fight with Mercutio instead.
It is actually Tybalt who informs Lord Capulet of the unwanted guest. Tybalt wants to kill him but Lord Capulet orders him not to make a scene at the party because, despite there enmity, Romeo is well liked in the community and it would tarnish his reputation.

Scene 2: Juliet's father wants her to get to know Parisbefore she marries him. A servant of the Capulets has a list of names to go to a party. He can't read so he asks Romeo to read it and he sees Rosaline's name on it. Benvolio wants Romeo to go so he can maybe forget about Rosaline.
When Romeo sees Juliet's body, he reacts with grief and sorrow. He laments her death and expresses his love for her before ultimately taking his own life.

She does not see Romeo at first. She feels him hold her hand and hears his voice before she sees him. Her response is to his voice, not his appearance.
The line "Is she a Capulet?" is said by Romeo in William Shakespeare's play "Romeo and Juliet". He utters this line when he first sees Juliet at the Capulet's party and realizes she is from the rival Capulet family.
