To them its just a hobby or a sport until it leads to death were Tybalt kills Mercutio and later Romeo kills Tybalt.
Mercutio drew his sword because Romeo refused to fight Tybalt and he saw that as dishonorable and so fought Tybalt in Romeo's place.

A number of people do at various times. Benvolio does by trying to stop the fight in Act 1 and also the fight between Tybalt and Mercutio. So does Romeo. Friar Lawrence does by thinking that marrying Romeo and Juliet will end the feud. The Prince does by banning street fights on pain of death. Even Capulet does by telling Tybalt to lay off Romeo at the party.
Tybalt actually did it in a kind of accident, he didn't see where his blade was going. Mercutio only died because he couldn't see Tybalt's blade because Romeo had jumped in between them to stop the fight. +Romeo jumps in the way. +Tybalt wants to keep fighting, so he thrusts his rapier in the gap between Romeo's arm and body. +Mercutio nor Tybalt saw the rapier, until it was too late and the rapier landed square in his chest.
Mercutio. This is in Act II.
Tybalt is impulsive for many reasons, One he kills Mercutio without thinking.. This causes him to die.
I'm sorry but you have to rephrase that question, because asking who the dramatic foils are in Romeo and Juliet, you would have to give one of the characters from the (Play). See you could ask Who is Romeo's dramatic foil? Who is Juliet's dramatic foil? Who is Mercuito's dramatic foil? etc..Do you get it.If you don't then somethings wrong with your thinking process

There is no Beverly in Shakespeare's Romeo and Juliet. Perhaps you are thinking of someone else's Romeo and Juliet? Or perhaps you are thinking of Benvolio, Romeo's cousin, who counsels Romeo to get out and meet more girls.
Mercutio misinterprets Romeo's conciliatory words to Tybalt by thinking that Romeo is backing down from a fight out of cowardice. He believes Romeo is being weak and mocks him for his supposed lack of courage, which ultimately leads to Mercutio stepping in to fight Tybalt on Romeo's behalf.
The pun: "Prick love for pricking, and you beat love down" (1.4.28). In Mercutio's view, Romeo's love-sickness is caused by a lack of sex; if he's just have some, he'd get over thinking that he needs to be in love.
