They were not dramatically necessary. There are two sets of events which propel Romeo and Juliet towards disaster. One is Tybalt's personal quarrel with Romeo, and Mercutio's quarrelsome nature, resulting in the deaths of both of them and Romeo's banishment. The other is Capulet's plan to marry Juliet to Paris, resulting in her panic and willingness to go along with Friar Laurence's harebrained potion scheme. Neither of these involve the Montagues in any way, so we do not see them.

All of Shakespeare's plays were divided into 5 acts, each act with a different number of scenes.
You need to specify which sequence of short scenes you are talking about. Shakespeare does this all the time, especially when there is a battle happening or about to happen. See Henry VI part 1 for example although I doubt this is the play you meant.

Shakespeare often juxtaposes humor and tragedy. In fact, almost all of his major tragedies include "light" scenes that both cut through the tension and provide dramatic contrast with the gut-wrenching scenes.

Scholars tend to believe that those scenes (ones involving Hectate etc) are not actually written by Shakespeare. The style of writing is noticeably changed, and the scenes do not match the rest of the storyline- Macbeth is known for being an incredibly fast paced play, which often gets straight to the point of the plot. Scenes with Hectate have no real meaning for Macbeth's character and therefore do not fit in with the rest of the play.

Abram and Balthasar are both minor characters in Romeo and Juliet. Abram is a servant of the Montague family, while Balthasar is Romeo's loyal servant. They play small but significant roles in the plot, particularly in the opening scenes of the play.
Shakespeare wrote at least 38 first scenes. Which would you like to talk about?
