Once Oedipus dies, his two sons, Polyneices and Eteocles, must become King of Thebes. They battle for it, and Polyneices attacks Thebes, therefore he is a traitor. When people are properly buried, their souls are allowed to pass to the afterlife. Since Polyneices is a traitor, Creon doesn't want his soul to pass to the afterlife.

But, he also spoke of Polyneices more directly, saying that "he sought to burn with fire from top to bottom his native city, and the gods of his own people; who sought to taste the blood he shared with us, and lead the rest of us to slavery." Now in English, Creon didn't want Polyneices to be buried properly because he thought that he was trying to lead Thebes to crumble in war, and leave the rest of the people there to become slaves.
