Tybalt was annoyed that he wasn't able to fight Romeo at the Capulet party because Capulet stopped him. He therefore wrote Romeo a letter challenging him to a duel. However since he delivered it to the house and Romeo hadn't been home Romeo never got the letter.
He did not send a letter to Montague (he is not a Lord--that does not appear in the text). He sent the letter to Romeo to demand a duel from Romeo for showing up at the Capulet ball and essentially crashing it.

Tybalt says that he will not "endure" Romeos pressence only to be told he will because the man of the house says so and Tybalt is not that man

By being in love they married against their parents wishes, which led Romeo to not fight Tybalt so Tybalt killed Mercutio, which then caused Romeo to kill Tybalt. Romeo was then banished and hid at the Friar's house. Juliet fakes her own death, when Romeo hears this he does not know that she was only faking it so kills himself. When Juliet awakes from her 42 hour nap she sees Romeo dead by her side and literally kills herself.
Lord Capulet is Juliet's father, Lady Capulet is Juliet's mother and Lord Capulet's wife, Tybalt is Juliet's cousin and Lady Capulet's nephew, Nurse is Juliet's, well, nurse (as well as a good friend to her), Samson, Gregory, and Peter are all serving men of the Capulets. :)

We learn that from Benvolio when he says to Mercutio "Tybalt, the kinsman of old Capulet, hath sent a letter to his father's house"(II, iv, 6-7) Who Benvolio means by "his father's house" is Romeo's father's house who is Montague and why Tybalt sends the letter to Montague because is to challenge Romeo in a fight.
