These aren't all. Before handing this list to the servant, Capulet says to Paris, "This night I hold an old accustomed feast whereto I have invited many a guest such as I love; and you among the store, one more, most welcome makes the number more." This is an oral invitation to Paris. And since he says "I have invited" it suggests that he has already sent out a round of invitations and these are the afterthoughts.

These were Capulet's (that is, Juliet's father's) directions, which means that Rosaline is Capulet's neice and therefore Juliet's first cousin. Romeo really went for those Capulet girls!
If this Tybalt is the same Tybalt as is Lady Capulet's nephew, it is odd that he is described as the cousin of Valentio.
Note that Mercutio (as well as his brother, who we never hear of again) was an invited guest at the party. Romeo, Benvolio and the other party crashers got in using Mercutio's invitation. We can imagine Mercutio flashing his invitation and saying "and these guys are with me!"
