Saint Catherine lived a very holy and pious life and was martyred for her Christian beliefs by beheading about the year 305 in Alexandria, Egypt. Her martyrdom lead those who knew her to declare her as a saint and that would have been approved, possibly by a bishop. There was no formal procedure for canonization at the time.
Catherine was removed from the Church's Calendar of Saints and her cult suppressed several years back because much of what is known about her is based entirely on legend. However, Pope John Paul II returned her to the Calendar during his reign when new information came to light.
I do know who the first Pope was to canonize Catherine of Alexandra, but, after she was taken out of the Canon of Saints in the 1960s, she was reinstated about 30 years later by Pope JP II.

Every blessed that becomes a saint has to have at least 2 miracles, passed away, and be approved by the pope to be canonized. So I'm not sure what his miracles were but he must have answered someones prayers!
