That is not true. Staring into the oven may strain your eyes just as staring at anything might. However, the microwave radiation leaking from an oven is so minuscule that eye damage is impossible. The allowable leakage is 5 milliwatts per cm squared at any point measured at a distance of 5 cm from that point and with a water load of 250 ml inside the oven. In courses I teach about microwave ovens, I try to demonstrate leakage with expensive, sophisticated & sensitive leakage meters. For many years it has been impossible to measure more than 1 milliwatt/cm sq. These numbers are all too low to cause ocular or any other kind of burn or damage. Studies on rabbits showed that a watt-density of 100 milliwatts was necessary to cause ocular damage, and that was reversible (see the J. of Microwave Power).

In an extreme case, let's assume your microwave oven has a hole in the door large enough to allow microwaves to leak at a higher watt-density, and that you are staring into the oven - your eyes are still not going to be burned or damaged because you will feel warming of your face and you will withdraw it long before significant heating can occur.
