Even if you you were to use a wider beam and still have it be strong enough to have any real effect, you would need quite a bit of energy. Even then you would really just be burning the garbage, which is likely to produce toxic chemicals.

If your weight is close to the limit, they will have you pull on the scale to check your weight. Being overweight can be very expencive.

Dump trucks come in many shapes and sizes. You would need to be a little more specific. With the company I work for, the tandem dumps have steel beds and typically weigh 23,500 - 24,500 lbs. Other dump trucks may weigh more or less, depending on specifics.
Weight of any substance depends on its specific gravity. For instance a gallon of water will weight differently than a gallon of say, Mercury! Therefore you need to rephrase your question to include what waste are you talking about.
