When a bulb is brown the whole bulb would be shaded brown and would be the same shade all over.

When a bulb has blown or fused then firstly part of the bulb would be brown the rest of the bulb would be the original colour.

Secondly the the internal element that looks like a spring will have broken and roll around inside the bulb.
