Light just is.

In detail :- An atom consists of a nucleus surrounded by a cloud of electrons. Ordinary light may be created by adding energy to the atom, which causes an electron to orbit in a higher shell. After a small while, the electron will return to its 'home' orbit, and in doing so it will emit a pulse of light, the colour of which is characteristic of that particular atom. [Red for neon, orange for sodium, blue/violet for Mercury, and so on.]

The other kind of light occurs when you heat something - some metal in a forge for example. In this case the light is called 'black body radiation' and is a broad spectrum emission, characteristic of the temperature of the metal.
