A gallon of ink only refers to the container that it is packaged in. Furthermore a gallon is a measure of volume, not weight. The weight of the ink to fill a one gallon container will vary with the color of the ink as the components vary. White ink has a higher density than black ink and will weigh considerably more.

In most countries ink is sold by the litre (or liter as it is spelled in the U.S.), where in the U.S. ink is sold by the container and is expected that it will be filled to the fill line, but not always due to settling during shipment.

This is further complicated with the different measuring systems in place. Should one weigh ink as a liquid, such as water, or as a bulk item, such as shortening? Both are measured differently. A U.S. liquid gallon, used to measure water, gasoline or juice is considered to weigh about 3.78 litres, where a U.S. dry gallon used to weigh bulk items is considered to weigh 4.4 litres. The Imperial (UK) Gallon weighs about 4.5 litres, which is used in the UK, Ireland and to some degree in Canada.
