When you twang a ruler close to the table there is less vibration so the sound is higher, when you twang it farther away there is more vibration so the sound is lower.

In a nutshell. As most people could/would/should know is that matter is denser in a solid. AKA gas is less dense than solid. Sound waves travel through these gasses and solids. Try it sometime by putting your head on a table then tapping it and taking your head off and tapping. The sound is significantly lower.
